On the Completion of the Application Process for Financial Support for the 2025–2026 Academic Year
In support of Decision of the Council of Ministers No. 386, dated 01.06.2022, “On the approval of fields and study programmes that constitute a national priority and the financial support of excellent students and students attending these programmes in public higher education institutions”, as amended by Decision No. 448, dated 03.07.2024, as well as Instruction No. 30, dated 04.11.2022, of the Minister of Education and Sports, the National Agency for the Financing of Higher Education (AKFAL) announces that it has completed the process of application, administration, and preliminary verification of applications for Financial Support for the 2025–2026 academic year.
The application process was carried out through the e-Albania unified government portal, via the electronic service “Application for Financial Support”, as well as through the physical submission of documentation by students, during the period 22.10.2025 – 20.12.2025.
Within the framework of this process, Albanian citizens admitted to public higher education institutions for their first cycle of studies were eligible to apply for Financial Support, provided that they met the criteria set out in the legislation in force, as outlined below:
Categories of Beneficiary Students
Excellent students, who:
-
have completed upper secondary education with a grade point average of 10.00;
-
have achieved a scaled grade of no less than 9.5 and up to 10.00 in each of the compulsory national state matura examinations.
Students who are winners of international olympiads, ranked among the top three prize recipients in international pre-university olympiads with more than 15 participating countries, and admitted to study programmes related to the relevant field/discipline.
Students enrolled in priority study programmes, designated as national priorities in accordance with Decision of the Council of Ministers No. 386/2022, as amended.
Following the completion of the relevant verification procedures, the beneficiary students have been approved in accordance with the legal criteria.
Benefits of Financial Support
Financial Support for beneficiary students includes:

a scholarship equivalent to one monthly minimum wage;

exemption from the annual tuition fee, in accordance with the provisions of the applicable Decision of the Council of Ministers.
Beneficiary students will be notified by the Grants Directorate of AKFAL regarding the continuation of procedures and the signing of the tripartite agreement. Public higher education institutions will continue to cooperate in the implementation of the relevant steps.
